Brazilian businessmen claim that marketplaces have “engineering to circumvent the Federal Revenue”.
Some Brazilian companies are dissatisfied with the operation of platforms outside the country and large brands of marketplaces in Brazil that bring products from China to individuals, a practice known as "cross border".
They claim to suffer unfair competition from imported products. Among the representatives of retail companies that import products from China are businessman Luciano Hang, owner of Havan, and CEO of Multilaser, Alexandre Ostrowiecki.
The businessmen made a presentation to the authorities under the name "Contrabando Digital", in which they mention the companies AliExpress, Wish, Shein, Shopee and Mercado Livre, reported Estadão/Broadcast. The group defends changes in tax rules so that the consumer pays taxes related to the transaction at the time of purchase, and not when the imported product passes through the Federal Revenue and enters Brazil.
The Brazilian Association of Toy Manufacturers (Abrinq), the Brazilian Textile and Apparel Industry Association (Abit), the Brazilian Electrical and Electronics Industry Association (Abinee), the National Association of Electronics Manufacturers (Eletros) and the National Forum against Piracy and Illegality (FNCP).
The institutions called the Attorney General's Office (PGR) and filed complaints about the way in which foreign companies engaged in cross-border trade. The group suggests the under-invoicing of invoices and re-labeling in Sweden, as an attempt to circumvent inspection.
In the letter presented to the PGR, the institutions also argue that there is a subsequent sale of imported products in virtual malls with local operation, such as Shopee and Mercado Livre. Both are accused of not taking responsibility for the origin of the products sold there, as well as allowing individuals to make sales without issuing an invoice.
